The Philippines at the crossroads: Balancing environmental resilience and digital transformation [Essay]

This perspective review explores the intersection of ecoresiliency and digital progress in the Philippines, a country at the forefront of both technological innovation and climate vulnerability. Recent national and research initiatives reveal a transformative shift from centralized interventions to tech-enabled, community-led resilience strategies. Key developments include mangrove reforestation supported by geographic information system (GIS) mapping, decentralized wastewater systems enhanced by Internet of Things (IoT) sensors, and artificial intelligence (AI)-driven precision agriculture enhancing climate adaptation. National investments in broadband infrastructure, Open Radio Access Network (RAN) deployment, smart cities, and satellite-based environmental monitoring are building a robust digital backbone to support sustainable farming, disaster preparedness, and e-governance.

Privacy implications of facial recognition technology

Facial recognition technology (FRT) has experienced enormous growth and rapid deployment across different sectors of the society in recent years, mostly motivated by safety, security, and commercial applications. However, major privacy questions arise around this technology, and regulators are still working to provide clear set of rules governing its use. This paper focuses on privacy implications of FRT usage. Specifically, we first present the definition of FRT, followed by an analysis of the vulnerability and risks that can potentially arise and how they might be concerning in such context. Finally, we discuss efforts needed to mitigate privacy concerns related to FRT, from both technical and regulatory perspectives.
